  1. Preheat the oven to 300°F and line a baking sheet with parchment.
  2. Beat the egg whites with the vanilla, cream of tartar, and a pinch of salt in a bowl until stiff peaks form.
  3. Fold in the cocoa powder and dark chocolate until just combined.
  4. Spoon the batter onto the baking sheet in two dozen large rounds, spacing them 2 inches apart.
  5. Bake for 22 to 25 minutes until the cookies are dry on the outside.
  6. Transfer the cookies to a wire rack to cool for 5 minutes before serving.
